Prohibition of sales of horses to Russia

In the Official Journal of the European Union of 15 March there were published the luxury items which are now prohibited from sale to any legal or natural persons in Russia. 
(1. It shall be prohibited to sell, supply, transfer or export, directly or indirectly, luxury goods as listed in Annex XVIII, to any natural or legal person, entity or body in Russia or for use in Russia).
 
Horses ("pure bred breeding animals" + "other") are included in that category.
